North Korea leader Kim Il Sung warned in a speech carried by KCNA that threats or pressure from the United States could invite catastrophe and hurt chances for a settlement. He acknowledged economic difficulties from the Cold War end and rising peninsula tensions while noting progress after recent talks with U.S. officials. He referenced a joint statement but gave no details.
ADE reports new lows in the composite volume with 224,073,870 traded, below the 1992 average composite volume of 250,157,090. The note appears on Stocks page 16.

Roswell police reported three DUI arrests on New Year’s Eve, including a 27 year old cited for fourth offense DUI and no insurance after 11 p.m. Two more DWI arrests followed after midnight. Police noted fewer DUI arrests than in past years due to education and harsher laws. Meanwhile about 100 couples danced at the Roswell Inn as the Eastern New Mexico Medical Center Foundation hosted a black tie New Year’s Eve Gala themed Breakfast at Tiffany’s to raise funds for the Cancer Center.
New DUI statutes took effect Saturday lowering the BAC to .08 from .10 and adding a division aggravated DUI for BAC over .16 or refusals. Aggravated cases carry mandatory extra jail time, while first and second offenses see increased jail, fines, suspensions, and required DUI school and screenings.
County Clerk Rhoda Goodloe will mail ballots to every registered voter in unincorporated Chaves County on Wednesday. The return deadline is 7 p.m. January 25 with no polling places for this election. Voters will decide on a quarter percent fire protection excise tax to fund capital outlays for independent fire districts.
Brenda Smith surprised her boyfriend Tony Saucier with a wedding at Gulf Coast Harley-Davidson in Biloxi Mississippi. About 30 leather-clad bikers attended with Pastor Faye Blankenship officiating. Tony, who had long wanted to marry Brenda, eagerly spoke his vows as she wore a satin dress over black jeans.
