The State Senate passed SB 259 in a 35 to 0 vote. Sponsored by Sen. Bill Burt, the bill tightens Alcohol Server Education requirements, shortens the valid server period to three years, and lowers first offense charges for serving to a minor from a fourth degree felony to a misdemeanor while preserving felony charges for subsequent offenses. Burt argued for less stigma on first offenses to protect decent hospitality workers.
Lawmakers and witnesses pressed for a path to citizenship for about 11 million undocumented immigrants. Janet Napolitano cautioned against tying legalization to border security and urged moving ahead with comprehensive reform despite partisan clashes.
