The $21 million Titan Centaur rocket launched from Cape Canaveral on Monday, reached what officials called a perfect start, but eight minutes later the upper stage failed to ignite. The craft veered toward the Atlantic Ocean and was destroyed. Officials suspect oxygen starvation from a faulty boost pump caused the shutdown.
The nine Common Market ministers delay opening and fail to bridge gaps with the United States on energy cooperation. Libya nationalizes properties of three U.S. oil firms in retaliation as Kissinger and Nixon push for a coordinated approach amid the oil crisis.
Fred Gibson and Jerry Smith urged leveraging federal funds for urban renewal while cautioning on broad city bus systems. Gibson opposed mass renewal without planning. Smith supported review of funds but warned against overreliance on the cigarette tax for transit. Both back downtown drainage bond and note shoplifting concerns.
Soviet police dragged Nobel laureate Alexander Solzhenitsyn from his wife Natalya Svetlova's Moscow apartment for questioning. Six plainclothes and two uniformed officers seized him on Gorky Street after 5 p.m. amid a six week state-led campaign over his Western-published Gulag Archipelago. He refused to acknowledge the summons and blamed illegality in the system.
