Two three year old twins Eddy and Teddy Tidwell drowned in a three foot water tank near their grandmother's Artesia home. They were visiting their grandmother Carrie Parker on a Cottonwood farm when found by their mother after ten minutes outside. An Artesia rescue team worked nearly half an hour before a doctor pronounced them dead.
