A Reuters dispatch from Thkio dated yesterday reports an unofficial claim that two Japanese battleships and three cruisers were sunk, with two Japanese ships damaged. The engagement occurred off Port Arthur as the Russian fleet was prevented from returning to harbor.
Tokio reports formal declaration of war with Russia as Japanese forces reveal shelled positions and rail facilities. Amid war talk in London and Paris, Britain confirms its stance.
