The Owners' Committee submits a written offer to the council committee regarding Proposition J related to ditch ownership. The move signals formal steps toward a negotiated resolution between property holders and municipal authorities.
A Roswell city council meeting is set to discuss a written settlement proposal from the North Spring River Ditch Company. The committee says the offer is not acceptable and will be turned down. the plan includes shared costs for cementing the ditch and archway coverings where roads cross.
Miss Eva Nelson gave a recital at the Christan church on Thursday night, supported by skilled assistants, drawing a large and pleased crowd in the well filled auditorium.
Dr. W. C. Alexander of Washington DC will preach at the Presbyterian church tomorrow morning and evening. Christian Endeavor gathered at 6 30 as usual.

Washington February 2 The President has received a resolution from Oklahoma's constitutional convention asking whether he would approve the state constitution if it includes a Jim Crow car provision. No reply yet. Washington February 1 A Military Affairs subcommittee, voting along party lines, laid on the table Sims Tennessee resolution praising the President for discharging colored soldiers in Brownsville Texas. Democrats opposed the motion to table.
President Roosevelt assigns Senator Warren to consult with the Public Lands Commission and committees from the American Live Stock Association and the National Wool Growers Association. They will discuss national control of the Western grazing lands with a meeting set for February 11.
Fort Worth Texas February 2 Negro soldiers attacked the wife of L W Evans a quarantine guard who helped during the Brownsville riots. Neighbors saved her. Evans later reported the incident to Major Penrose before the San Antonio court martial. He notes black discontent tied to segregation at drinking bars and threats against whites.
Franklin K. Lane told San Francisco Chamber of Commerce members that Bryan claimed the U S government may own railroads someday but with proper I C C power it will be far off. Lane warned railroads avoid politics while J C Stubbs argued laws should be enforced against all competitors and cities seek preferential treatment.
In Grenoble and the western Alps the heaviest snowfall in two decades has blanketed the region. Reports indicate snowfall reaching up to five feet in places, with significant disruption as blizzards persist through February.

The 13 acre Pecos Valley orchard northeast of Roswell reports total receipts of 4614.42 with expenses at 2159. Balance per acre stands at 188.87. The 11 year old operation shows why orchard land commands higher value than corn or wheat land.
Class No. 7 of the Christian Sunday School held a party last night at the home of Mr. and Mrs. Ed S Gibbany at Walnut street and Pennsylvania avenue. About forty members attended with games and light refreshments. Mr and Mrs W G Hamilton and W F Greenwood hosted a six o clock dinner at The Gilkeson last evening.
Walter C. White sold 15000 yearling wethers to H E Campbell a Flagstaff Arizona sheep feeder who has been in town several days reviewing the market. Seven thousand belonged to White and 8000 to Al Garrett. Delivery is set for February 25 at a Rock Island line point west of Roswell. Campbell will run the flock on his Arizona ranch.
Memphis reports a record river of 40.2 feet as levee reinforcement continues at Hollybush Arkansas. In Indiana a Monon railway yard blast killed one worker and injured several others while a Johnstown rail accident wounded eleven passengers. A Minnesota blizzard halted travel and Chinese anti Christian riots prompt troop reinforcement near Soo Chow.
The Rev E McQueen Gray will address the theme of Good Government at morning services in St Andrew's Hall tomorrow. He recently lectured on the topic in Santa Fe and at the Territorial capital. He is lodging with Mr and Mrs J J Hagerman at South Spring today.
