Christmas Eve saw 16 babies born at the Medical Center, dropping to 10 by Saturday as some infants went home. On Christmas Day two more arrivals marked the holiday season with a boy to the Zangara family and a girl to the Price family, prompting speculation on the first birth of the new year.
Tass rejected foreign criticism of death sentences for two hijackers in Leningrad, calling it anti-Soviet hysteria. Nine others received labor camp terms. Tass blamed Zionist circles and Israel for the uproar and said appeals would likely fail.
FBI Chief J Edgar Hoover says he did not intend to criticize Puerto Ricans or Mexicans in a magazine interview. A San Juan Star front page editorial questioned the quote and Hoover replied with a letter stating no intention to demean law abiding citizens.
President Nixon vetoed a three year, 225 million dollar program to train family doctors. Congress adjourned, raising questions on a possible override. Sen. Yarborough called the veto a setback for health care and warned of delays to urgent health needs.
President Nixon signed a $382 million, three year expansion of family planning to fund public and private nonprofit groups, coordinate population control, and provide contraception education. Abortion as birth control is barred and services must remain voluntary with no eligibility prerequisites. The act spans bipartisan support with separate funding to be enacted later.
Holiday traffic claimed at least 291 lives as the nation neared the halfway point of the 78 hour Christmas weekend. Slippery roads from the Northern Plains to the Mid Atlantic Seaboard created dangerous conditions. New Mexico reported six deaths from Christmas Day including Anastacio Cabrera and Mary Lou Guerra of Las Cruces.
In Jordanian hills northwest of Amman near Salt, Jordanian tanks and troops clashed with Palestinian guerrillas for two days beginning Christmas Eve, with the government saying bases were overrun and two soldiers killed. The Arab peace mission reported normalcy returning to Salt after observers helped restore access and ceasefire talks.
The government plans an orderly rapid phase-out of all herbicide operations in Vietnam with completion hoped by next Spring. Use will be restricted to perimeters of fire bases and unpopulated areas during the phase-out. Ellsworth Bunker and Gen. Creighton Abrams lead the program to end herbicide use, including the banned orange and 2,4,5-T.
Eugen Beihl, West Germany's honorary consul in San Sebastian, returned home after 24 days in Basque captivity. He was kidnapped December 1 in San Sebastian by Basque separatists seeking provincial independence. Beihl arrived with his Spanish wife and daughter to celebrate Christmas.
