Soviet foreign minister Eduard Shevardnadze warned parliament that hard-liners were moving Gorbachev toward dictatorship. Leaders from Germany to Tokyo urged reforms but feared East European stability. Chancellor Kohl welcomed reforms as beneficial to the Soviet Union and Europe.
In Moscow AP report Mikhail Gorbachev denounced Eduard Shevardnadze for resigning during a crisis and rejected claims his presidency was slipping into dictatorship. Gorbachev spoke to parliament as Shevardnadze blamed hard-liners for undermining reforms begun in 1985.
Los Alamos National Laboratory faced a 17 million dollar funding reduction for the year, the first drop in two decades. The cut leaves 933 million in the fiscal year, with fears of layoffs as 80 of 140 fusion program staff may be reassigned.
