State Health Department proposes annual renewal fees tied to grower experience, from 5000 to 30000 dollars, aiming to fund administration. Critics say the plan harms small, licensed producers, while large groups argue the changes are reasonable but missing cost justification and higher plant limits. Public hearing in Santa Fe set amid debate over funding and patient needs.
