Presidents Nixon and Diaz Ordaz announce agreement to place the river’s midpoint on the border between Texas and Mexico and fix 12 mile maritime boundaries in Gulf of Mexico and Pacific. A treaty will be drafted for Senate approval amid dispute areas and drug control commitments.
