Former New Mexico police chief charged with rape

Former head shop owner pleads guilty in Las Cruces court

Garlan R. Plumlee, 62, of Carlsbad, pleaded guilty to distribution of a controlled substance analogue and money laundering in federal court. Under a plea deal he faces two years of probation. Co-defendants Phillip Larez and Justin E. Thompson, both 33, also from Carlsbad, were charged with conspiracy, distribution and related possession offenses. the superseding indictment added a further charge.
