A Roswell survey finds no city conscience fund despite national totals. Officials note only scattered honest payments and letters from residents offering to pay fines. A single silver dollar case and a few fines are mentioned, but city leaders say no formal fund exists.
Atty. Gen. Elliott Richardson directed a fresh federal inquiry into the Kent State shootings of 1970, seeking to exhaust all avenues to uncover federal law violations. He named J. Stanley Pottinger to lead the Civil Rights Division effort, with no promise of a grand jury.
Candidate members of District 6 Governor's Council on Criminal Justice and Juvenile Planning review a list for a new coordinator for Law Enforcement Assistance Administration programs. Lovelace, chairman and Corona rancher, and Roswell attorney William Fleming spoke at the Southeastern New Mexico Economic Development District headquarters in Roswell. Interviews were planned for the afternoon at SENMEDD to place the coordinator at its headquarters.
President Nixon unveiled a seven point plan to overhaul the U S financial system including phasing out interest rate ceilings on savings and bank deposits over six years and incentives to banks to expand mortgage lending. The package would allow NOW accounts for banks and savings and loan associations and permit savings and loan checks. Deputy Secretary William E Simon said the timing fits an interest rate crunch with hearings likely to start in October and presidential presentation to Congress in September.
CIA deputy director Vernon Walters told the Senate Watergate committee that warning lights appeared within three weeks of the Watergate break in. He said he and Helms and Gray resisted White House pressure to cover up the wiretapping and that Gray told Nixon on July 6, 1972 the Watergate case could not be covered up.
Walters recounted a call where Nixon asked if he should remove anyone involved no matter how high. Gray affirmed, and Nixon allegedly authorized the investigation. Sen. Herman Talmadge pressed whether this meant there were problems in the White House staff to fix, as Walters cited varying contacts from Haldeman Ehrlichman and Dean.
