New Mexico Attorney General rules the city cannot use funds for industrial promotion or to finance a private organization. Mayor Harris cites growth and housing improvements, while plans unfold for water line bids, a new hospitalization plan, and traffic measures.
In Santo Domingo clashes pitted young Army men and civilians seeking Juan Bosch’s return to the presidency against Brig. Gen. Elias Wessin y Wessin’s forces. Air Force and Army units opposed to Bosch appeared to hold the center of the capital.
Soviet Marshal Ivan Konev warned that Western provocations could trigger a global conflict. He cited Vietnam fueled tensions and warned of war spreading to other areas, risking mankind in another world war.
A U S RB47 reconnaissance aircraft was attacked and damaged by two North Korean MiG-17 fighters about 50 miles from the Korean mainland over the Sea of Japan. The crew landed safely at Yokota Air Base Japan with no injuries. The incident followed a June 1959 similar attack nearby.
A group of clergymen who joined the Selma Montgomery march rejected Alabama Rep. William L. Dickinson's claim of widespread immorality. Dickinson said he had 30 sworn statements as proof and faced sharp rebuttal from Rev. Dom Orsini who called him a McCarthy figure. The clergy insisted the march was disciplined and devoted to civil rights.
North Vietnamese patrol boats were attacked in seven raids by American and Vietnamese planes. Skyraiders claimed destruction of barracks and other targets, sank junks, and damaged ferry facilities with U S jets assisting. All planes returned safely amid tight security at camps.
The Mississippi floods the Quad Cities area with Rock Island Moline East Moline and Davenport reporting rising waters. Volunteers of all ages shore up dikes as flood levels near a crest of about 22.5 feet while Hannibal Missouri sees 24 feet and rising. Police report 18 to 20 inches of water on some streets.
A bilingual meeting at the La Honda Center on North Garden Street at 7 p m discusses the Economic Opportunity Act of 1964 and its impact on residents. It invites interested persons who may benefit from the program and seeks ideas on community needs.

Roswell Sunset Elementary teachers Mrs Esta Combs Miss Edna Roland and Mrs Rose Shaw left noon to attend funeral services in Lordsburg for four Buss children killed in a highway accident that also claimed two adults. The six members of the Buss family died when a 30 ton roller was struck as the wagon crashed on a closed road.
A fragment of a ballistic missile used as a target struck a closed section of U S 70 about eight miles east of the range headquarters. The 12 by 15 inch hole caused repairs and no injuries were reported.
Laverne Hopper, 21, of Dexter, pled guilty to voluntary manslaughter in the March 10 shooting of Charles O Clements. She was sentenced to two to ten years and taken to the State Prison in Santa Fe by Sheriff W E Smith.
About 32 companies and 55 dependent claims men will attend the 11th annual New Mexico Claims Men Conference at Roswell Inn this weekend. Keynote speaker is Ralph Apodeca New Mexico superintendent of insurance. Roswell Mayor Gail Harris will welcome the group Friday noon after a banquet. Pat Sheehan will discuss the association's aims and benefits. R A Dillard will discuss evaluation of bodily injury claims. Other speakers include Harry Henderson L A McBrayer and Larry Godell. The convention ends with a golf tournament Saturday at the New Mexico Military Institute course.
Paris reports Soviet foreign minister Andrei Gromyko agreed to participate in an international Cambodia conference. France announced the decision after cabinet talks, with the US and Britain already signaling willingness to join. The meeting aims to guarantee Cambodia’s neutrality, but the Viet Nam war looms as the key issue.
