Congress authorizes President Ford to use limited U.S. troops to evacuate Americans and Vietnamese from South Vietnam. The House 230 to 187 and Senate 75 to 17 votes set aid bills totaling about 327 million and 250 million respectively, with conferees to craft a compromise. Rep. Harold Runnels opposed the measure.
