New Mexico groundwater notices cut to optional mail or ad
The Water Quality Control Commission voted 6 to 5 to drop mandatory neighbor notices for groundwater discharge permits. Applicants may now choose to mail notices or run a small newspaper ad, rather than sending notices by registered mail. Critics say adjacent property owners may miss essential information.
