Changes to the CMAP program broaden support for new agricultural producers. Dennis Hodgson notes that first year eligible crops sold after the start up may qualify for extra considerations through July 31 of the following year. Eligible producers who received CMAP payments in 1998 or 1999 and did not sell all crops by year end may qualify for retroactive benefits for the prior year.
