In Manitoba last week a water main break near Rossburn Elementary School shut off power to the east end of the Village. Manitoba Hydro reports the cold caused tension on wires and they pulled apart, leaving residents in both the Village and RM Rossburn without hydro from about 7:25 to 8:45 a.m.
Education Minister Clayton Mannessy announced a 2.6 percent cut in public school funding to 758.1 million for 1994 95. He urged divisions to use surpluses and the reduced workweek to maintain education quality in Manitoba while noting divisions hold about 65 million in accumulated surpluses. He said surpluses are taxpayers dollars to fund classroom programs and moderated local tax increases. He added that small surpluses may justify using the reduced workweek to curb expenditures and that reassessment will boost revenue for most divisions. He also revealed a two percent rise in the Education Support Levy.
MTS and Liberal supporters will keep protections from a two per cent cap on increases to school divisions' Special Requirement. Some divisions with big enrolment shifts or phase-in funding losses may exceed the limit, says Education Minister Manness. He adds trustees and administrators can meet local needs through prudent spending.
