William Pickens of Little Rock Arkansas, Yale pastor and TenEock prize winner in February, is invited to head an Afro American empire on Hayti. N L Musgrove of Sturgis Kentucky launches a movement to seize Hayti for American Blacks, funding an army, warship transport and provisions to capture Port au Prince and place the island under US protection as a republican corporate state. The plan foresees land titles in state ownership, no jails, universal liberty, strict equal rights, and renewed agriculture and industry with schools for all. The movement spreads from the South to limited North participation.
The State Land Board will receive sealed bids until April 28 1903 at 10 oclock a m for sale of school lands described as sections 16 and 36 township 31 south range 9 west section 16 township 1 south range 10 west Willamette meridian and the north half of north half and lots 1 2 3 4 0f section 16 township 41 south range 1 east of Willamette meridian totaling 308.40 acres in Douglas Coos and Jackson Counties Oregon. Warrants issued for School Directors B A Berlocker M F Smith and Warren Brackhard charging them with aiding and abetting a prizefight in a schoolhouse north of Seattle. They allegedly took part of the receipts and were directly involved amid brutal scenes with blood on the floors.
