Executives from state departments involved in consolidations report that after theorizing ends the practical work of coordination has started and departments are aligning functions and duties amid the ongoing reorganization effort.
The article notes across state departments in early 1939 cost savings, staff reductions to near 1931 levels, and consolidation moves under Governor Wilson. It cites dummy license plates used legally by police after council approval and the securities department merging into the insurance office, slashing offices and staff. It also highlights lower audit costs and broader home rule via optional audits for cities, towns, and counties.
