Proposals for AAA changes at Iowa State College meeting
State Committee on Agricultural Programs proposed diverting AAA payments to soil-building, basing allotments on soil management needs, classifying oats and soybeans cut for hay as soil-depleting except in emergencies, and treating flax as soil-depleting with special consideration due to imports. They urged higher allotments for small farms and removal of the $10,000 payment cap to include more tenants and insurers. The committee stressed continued support for the ever-normal granary, soil conservation, and agricultural defense, with real estate appraised by productivity.
