It urges a five member commission to oversee memorial construction and notes Iowa troops had the largest Civil War presence in the Vicksburg operations with twenty eight infantry regiments two cavalry units and two batteries.
Des Moines reports Nevada Representative editor W. O. Payne plans a sweeping redraw of Iowa congressional boundaries. Payne meets house and senate members to push change while other plans surface. Senator Lester W. Lewis favors population-based districts, no fixed borders. Rumors say Herriott may appoint Lewis to chair the congressional districts committee, signaling policy over precedent.
Cedar Rapids expects to be the center of a major Iowa interurban network within five years as plans for the Cedar Rapids Iowa City and Southern electric line move ahead. Construction may start next spring weather permitting, with surveys showing routes toward Tipton and Cedar Rapids.
