Dewey and Wheeler figures dominate naval and policy debates while Sen. Morrill dies and diplomatic moves with Germany & Spain unfold.
A Washington dispatch reports Democratic leaders plan to oppose colonial policy after ratification and push for governments in Cuba Porto Rico and the Philippines. Bryan supports a campaign issue asking if the US should keep colonies, with a new party alignment expected and opposition to big army growth.
Washington reports a precautionary U S military and naval expedition heading to Iloilo on Panay Island from Manila under General Otis and Admiral Dewey to protect American interests amid reports of unrest and Spanish forces. The Baltimore is en route from Manila to join. no official confirmation of lawlessness yet.
