New interior department rules require pension checks to be signed ink endorsed by the pensioner with two witnesses signing back certificates simultaneously. If the pensioner signs by mark no extra witnesses needed. Notaries not required. Witnesses need not accompany to bank unless requested. Pension certicate numbers must match the check.
