Notice under Section 8897 of the 1981 Code of Iowa declares the incorporation of Rock Valley Sales Company. Names of subscribers are listed as required, forming the association to operate under Texas provisions and Iowa laws governing corporate formation.
Article I names Rock Valley Sales Company as the corporation. Article II sets Rock Valley in Sioux county Iowa as the principal place of business. Article III outlines purposes to engage in sale of stock and property, real estate activities, and related finance under Iowa laws. Article VIL specifies directors and officers with initial appointments, terms, and meeting rules. Article IX allows by law changes and amendment procedures. A notary public validates the document at the end.

At a special election in Canton Iowa the Public Service Company was granted a twenty year gas franchise by a vote of 348 to 39. The margin was about 14 to 1 in favor of granting the utility the right to supply gas to the city.
