Iowa schools debate consolidation and standards reform
Des Moines heard public input on a proposed law forcing consolidation when districts fall below 1,000 students. Most opposed. Sen Education Subcommittee circulated a modest plan: ease reorganizations after 1980 for districts under 300, retain 500 minimum, raise local tax caps to 10 percent, and emphasize standards backed by state oversight and local control.
