Des Moines reports a special session of the 15th General Assembly is highly charged with new tax bills and dynamic debate. Observers predict executive sessions to bar public access as lawmakers seek to manage the crisis era. Thanksgiving may become a day of prayer for Iowa.
A sixty page bill from house and senate tax committees proposes personal net income tax at five percent on income over five thousand, a two percent corporate tax, and a two percent retail sales tax on tangible property after 1933. Exemptions include public works utility receipts and some charitable activities. penalties for failure and quarterly reporting are specified. The plan aims to cut property taxes by about 30 percent.
House File 131, backed by Representatives Strachan Beswick McLain Felter and Crouch, introduces a Property Tax Limitation and Relief Act of 1933. It imposes a tax on the privilege of doing business in Iowa based on gross income, with few exemptions for business, salaries, farming, and livestock.
The Senate has about 106 bills for acts and the House about 139 as lawmakers push liquor control measures. Committees struggle with quorums, a rule forcing reports within ten days led to 17 bills being acted on. Public hearings drew many speakers and petitions, signaling strong debate ahead, with passage possibly delayed until mid March.
The state supreme court ruled that state legislatures over the past two decades delegated authority to commissions and boards that only the General Assembly may exercise. The decision cited highway, fish and game, and other regulatory rules, with penalties by boards deemed unconstitutional. Some officials expect a legislative review of the Code, while others see limited impact.

The Cherokee county case State of Iowa versus Claude Beusiey et al. ended in a mistrial due to a ill juror. Sam Scheeringa was sentenced to 30 days in county jail and $144.33 in costs. Numerous orders set grand and petit juror panels for January 1934, with other judgments and foreclosures against Roelof Van Zyl, Guy Van Zyl, Chris Auchstetter, and Connie Mulder, and continued cases including Calvin College matter and receiver appointments. Further actions include foreclosures, receivers, and continued hearings in several estates and guardianships.
Wr Ross withdraws 2000 from The Mutual Life Insurance Co and signs delivery receipt. An order halts Northwestern Mutual Life Insurance Co claim against the estate of George F. Kuhl. Marriage licenses issued: Duke Vander Heiden and Minnie Brinks. Cornelius Koond and Jennie Buss. ages and locations noted.
County Warehousing Board appointed by the State Dept of Agriculture invites Farmers of Sioux County to apply for corn loans at 45 cents per bushel secured by a warehousing certificate. Sealers will inspect and seal cribs, issue loan blanks, and arrange loans through banks or government agencies.
A meeting of local farmers is set for Saturday at 2:00 PM in Rock Valley Town Hall. Organized by the county agent, the session will address the Cornlog question and invites all nearby farmers to attend.
Auto license plates for 1934 go on sale December 1 with the same scale as previous years. The delinquent date is February 1, instead of January 1. Storage affidavits required for cars stored. 1933 plates must be turned in by January 1. If filed before year end, cars may be used during 1934 with full year fee and no penalty.
Albia Iowa resident Justice Turner was working at a typewriter in a small inner room when a ceiling collapse occurred minutes later. Plaster fell from the room he had just left, smashing the typewriter and chair but causing no injuries.
Mr and Mrs M Norris returned home Saturday after extended visits in Duluth Minn Denver Boulder and other Colorado locations. Mr and Mrs F M Bunzing and Mr and Mrs Maurice Willis visited friends in Rock Rapids. George Swenning was a business visitor in Sioux City earlier this week. J A Parkinson of Sioux City toured Rock Valley area Tuesday and Wednesday. Mr and Mrs Robert Roantree planned Thanksgiving with son in Parker Md. Mrs Kuehne in St Paul Minn visited Rock Valley. Rev J L Shroyer traveled to Sanborn Iowa for a Methodist district conference. Mr and Mrs John Murphy left for Salt Lake City to make their home after 35 years in Rock Valley. Star Thayer and Dave DeCook visited Orange City. Dr and Mrs G E Vermeer went to Hartley for Thanksgiving. Mr and Mrs H B Freerks traveled to George for Thanksgiving with his parents.
The First Reformed Church outlines 9:30 and 1:30 services with English and Dutch readings, Sunday schools after the second service, and a Christmas program. The Women’s Missionary Society sells a lunch evening and reports a successful meeting with Mrs. C I Newhouse, plus Dorcas Society activities and overall cooperative church spirit.
The St Marys church community luncheon drew more than 100 attendees, with abundant chicken and a strong menu. Rev Gritter presided while Judge Thomas of Rock Rapids spoke on reminiscence and invention, plus musical interludes by Wm Bogart’s orchestra and Lev and Mrs Muyskens. Farther Foerster named next luncheon chair.
The Christian Reformed Church lists 9:30 morning Dutch service and 2:00 p m Dutch service with lord’s supper, plus a 7:45 p m American service on Revelations. A sermon on future themes. Congregation elected J G De Vries and H J Driesen as elders and L Achterhoff and E Van Maanen as deacons for three years. A lecture by Rev G W Hylkema of Orange City is announced for next Tuesday December 5 at p m on Crescent Religions with the subtitle A Sign of the Times. The talk will discuss sect movements away from churches.
Frank Reit departed last Friday for his home in Los Angeles following a several week stay with relatives and friends in the area.
