An account from Dallas details Steve Davis a Black man captured after a confrontation with Mrs. P. Norris near Howard. A mob of 200 farmers seized him from officers and burned him at the Jourdan Brown farm south of Howard after a majority vote. The barn was demolished to supply the execution site.
Dr Irwin at Reedy Island quarantine station reports a Shawmut crew from Port Tampa showing yellow fever like illness. The entire crew was hospitalized for observation while the ship remained under quarantine and fumigation. Morris Busch, a Philadelphia contractor, and inspector Robert Carleton are to face criminal prosecution ordered by Acting Secretary of War Oliver. The move follows a report citing a conspiracy to defraud the government over caps and gauntlets for the Schuylkill arsenal. An immediate wartime probe also targets army depots in New York, Boston, Philadelphia, Jeffersonville, San Francisco, Seattle, and others.

In New York under police guard mail delivery wagons ran without delay as 200 striking drivers threatened operations. Night patrols reported four nonunion drivers injured when wagons on East Side routes were pelted with sticks and stones from upper-floor tenements.
Three men calling themselves Fred Charles and Frank Gardner from Chicago arrived by steam launch on the Rock River and demanded the boat be moved over the Sterling Hydraulic dam. After showing a large package they warned of dynamite if the request was denied. The package proved to contain merely brickbats.
In Springfield Newfoundland the Chicago and Alton mining subdistrict operators won a settlement over shot firers after a law change on July 1.
