Galesburg Illinois January 19 Robert Higgins arrested near Rio intensifying a sensational Knox and Mercer counties case involving Julia Flake 15 who said in sworn statements her mother Mrs Robert Flake Higgins was murdered in a conspiracy. The coroner ruled Mrs Higgins death accidental from a shotgun blast while Higgins was cleaning the gun.
Washington reports Brigadier General Mills warns the nations organized militia is top heavy and under trained. He urges passage of a militia pay law and stronger federal state cooperation to improve efficiency for duty. General Marie Georges Picquart a key figure in the Dreyfus affair died in Amiens at age 60. An Alsatian by birth he joined the general staff after showing linguistic and soldierly skill. He uncovered forgeries that helped convict Dreyfus and later pressed for revision of the verdict. His advocacy led to his arrest on various charges.
Despite a favorable court ruling, Picquart was pushed into retirement by anti Dreyfus officials. He partnered with Emile Zola to press the case, leading to Rennes court martial, another Dreyfus conviction, and subsequent full pardon by President Loubet. The effort continued until the supreme court cleared Dreyfus Picquart, both reinstated in the army. Picquart later served as minister of war and commanded the Second Army Corps.

Kagoshima Japan January 19 three hundred refugees from Sakura were buried under a falling cliff in a neighborhood village. One hundred bodies recovered. Disaster followed volcanic eruptions and earthquakes that devastated Sakura Island and the city.
