Washington, Jan 14. President Taft urges conservation of national resources in a special message to Congress. Rep Mondell of Wyoming opposes sponsoring the bill, offering to intro verse by request, but lawmakers applaud the conservation emphasis and discuss power site withdrawals and public land policy.

Marshfield Oregon January 14 a solitary survivor Harry Kentzell first assistant engineer of the steamer Czarina recounts heroic life saving efforts as 31 crewmen perish after the ship strikes the Coos Bay bar. Kentzell survived by clinging to rigging and timber before being rescued.
One of the most serious train blockades in Chicago is reported with shipments of milk and coal stalled miles away. Telegraph wires are in bad shape, especially north and south of Chicago. Only one wire remains between here and Minneapolis and St. Paul. Most trouble centers within 50 miles of Chicago.
Paris dispatches report Madrid moving quickly to crush a military conspiracy tied to ex Interior Minister Penafiel supporters. Officers jailed or sent to fortresses, colonels relieved by royal decree, Count De Villar replaced by General Rios amid reports of a Carlist bid. Police surround a military club and arrest about 80 army officers in connection with the alleged plot. Madrid claims conservatives aimed to embroil the army with the government.
New York January 14 Professor Seligman of Columbia University, an authority on economics, urges government action to curb rising prices. He cites gold supply expanding globally eroding purchasing power and calls for money circulation reform. He also notes irrigation and western agricultural development raising meat costs as land shifts from cattle to crops. He rejects placing blame on trusts and tariffs.
Chicago January 14 John R. Walsh signed an agreement to settle his financial troubles and sent it to the First Trust and Savings Bank until guarantors of a note sign their portion. The signature gives Walsh backers securities totaling 14 039 000 to cover a note of 7 121 887 12 in exchange for the canceled note. Banks also receive 600 000 from guarantors who provide 949 000 in their securities. Once guarantors sign, the former banker railroad owner's affairs will be nearly closed.
Cincinnati reports Charles L Warriner, ex treasurer of the Big Four, confessed to stealing 643000 and began a six year term at the Columbus Ohio penitentiary. He denied shielding any higher up and issued a statement refuting rumors of protection. Also in New York refined sugar prices rose 10 cents per 100 pounds across all grades.
London reports the unionists leading three to nil after the first day of parliament elections. Winners include Joseph Chamberlain in Birmingham West John Waller Mills in Durham City and Walter Guinness in Bury St Edmunds. Tomorrow more votes expect in London and industrial centers. Wealthy Iowa farmer John Olson is dead after being kicked by a horse near Boone. Belle Plaine editor C A Noble dies at 35.
Washington January 14 Representative Murdock of Kansas denounces press firms profits from infringing the government mail transport monopoly and criticizes the post office department for surrendering that right. He introduced a resolution asking the Postmaster General for information.
Gifford Pinchot releases a long awaited statement from Washington dated January 14. He shows no bitterness toward Taft over his dismissal as forester and pledges support if the administration carries on Roosevelt era conservation. The document attacks the Tawney amendment as a betrayal of the future and frames the conservation fight as a clash between people and special interests with no action by Taft or Ballinger clearly endorsed.
Dayton Jan 14 Champ Clark leader of the minority in the house denounced Speaker Cannon and Cannonism in a Kansas City speech. He asserted a nationwide rise against Cannonism and that the fight to reform house rules would end only with success. He questioned the motives and sources of Cannon's remarks and criticized publishing the speech as public campaign literature. Clark praised courage while urging elimination of Cannonism across Iowa Nebraska Missouri Kansas Oklahoma Colorado and South Dakota.
The federal grand jury indicted Charles L. Heik, secretary of the American Sugar Refining company, along with five employees, in a case filed in New York on January 14.
Panicky conditions in the cotton market caused a decline of about 4.70 to 5.00 dollars per bale. Reports from New York and New Orleans on January 14 describe southern bulls rallying in the futures market after the New York close, with prices ranging five to six dollars below the morning highs.
