Washington, Feb. 20. The senate committee on military affairs finished considering the army appropriation and endorsed the Spooner Philippine amendment added by its subcommittee to the bill.
Stringtown, an oil town 20 miles from Pittsburg near Sistersville West Virginia, faces complete destruction as flames rage with no local fire department available. John Clendenning was burned to death as the blaze spreads in all directions.

Kalamazoo, Mich February 20 an angry Holland woman attacked United States Deputy Marshall O Donnell of Grand Rapids while he attempted to arrest her son John Vandersalm on a fraudulent mail fee charge. She tore clothes, smashed his hat, and beat him until neighbors intervened as he escorted the prisoner away. O Donnell used his revolver on her during the descent to the street. The father appeared with a pitchfork but was persuaded not to use it.
Washington notes a looming dispute between Gov. Yates and Sen. Cullom over the Springfield internal revenue collectorship. Yates backs Fred H. Rowe for the post while Cullom presses for Judge Mills of Decatur. President McKinley is urged to secure senators’ endorsement as the clash threatens administration and party unity.
H C Bullis of Asbury Park New Jersey states he endured over five months in a Maracaibo prison during a political uprising. Minneapolis, Feb 20 The Hamilton case jury returned a verdict of manslaughter first degree with a sentence of hard labor not less than five nor more than 20 years The jury recommended mercy and Hamilton was remanded for sentence His attorney moved for a new trial and the verdict surprised many after a long deliberation
Topeka February 20 The house today passed Senator Hurrells bill regulating intoxicating liquor sales and sent it to Gov. Stanley for signature. The measure classifies all places with illegal liquor sales as a public nuisance.
Albany February 20 Legislature both houses passed the New York City single headed police bill. The measure now goes to the governor for approval or veto.

A Pretoria dispatch notes Boers derailed a train at Klip River on February 13, seizing Kitchener’s baggage after an armored train protected by a following train.
Officials of the anthracite coal railroads show little concern over President Mitchell of the United Mine Workers calling a March conference with operators and union delegates to set the wage scale for April. They view the 10 percent rise as political, aim to restore prestrike conditions, and warn a strike could follow if Mitchell’s demands persist.
