The body adopted resolutions urging rapid relief measures for provinces harmed by war, plans for a complementary law, and the recall of military police reserves with replacements from soldiers eligible for peace duty.

Des Moines Feb 13 Attorney General Carson outlined a bill for Iowa to create district attorney and sheriff offices to enforce prohibition by repealing the Maic law. The measure, filed in the House, proposes special state police and district accountability across districts. The attorney general would appoint district officers with full prosecutorial powers.

Long Beach California February 13 What police believe was an attempt to fire the municipal auditorium yesterday during the Lincoln day celebration of the Illinois society caused a panic as 2 500 men women and children surged for the doors. A pile of smoking rags was found and one man was arrested. The building had seen a deadly disaster two years earlier with nearly a score killed.

Chicago, Feb. 13 Roswell F. Smith was hanged here today for the murder of Hazel Weinstein, a 4 year old girl. This execution marked the 60th hanging in Cook County.
Washington reported Zapata forces destroyed the waterworks in Mexico City and food famine worsened as Carranza troops may evacuate amid dwindling supplies. Officials warned the capital could lose all semblance of authority soon. In Vera Cruz, Spanish minister Jose Caro boarded the battleship Delaware after accepting asylum.
The Wisconsin Supreme Court voided the state forestry plan and canceled land purchases totaling about 3 million dollars. The ruling declares the policy unconstitutional and bars land purchases under contract as a public debt violation. The dispute centered on a $26,000 installment payment to G. E. Sanborn Co. and a warrant request to the treasurer.

Edward Herrick claiming to be an St Louis undertaker visited B F Griffiths east of Silvis and told how he was assaulted and robbed of 35 dollars at Silvis stockyards. He showed a bleeding head wound, torn clothes, no shoes, groggy from the blow. Silvis Marshal Hopson sent him to Des Moines after his tale. items found later in a stock pen raise questions and keep the case a mystery.
London papers forecast Britain will give a satisfactory reply to the American note on neutral flags aboard British merchant ships. Berlin press notes that Germany cannot guarantee freedom of navigation in the new war zone and may act regardless of Washington. Washington discusses the Wilhelmina seizure with Bryan, while reports say British ships Oriole and London Trader were torpedoed. London signals cargoes from American steamers may be sold to aid Belgium.
