Washington Feb 8 The House passed the Hepburn railroad rate bill 346 to 7 with Littlefield McCall Perkins Sibley Southwick Vreeland and Weeks voting no. Tillman urged Senate to investigate railroads silk and telegraph pensions noted. Patterson Bailey clash marked tense Senate scene.
St. Petersburg reports a $200 million concession for a railway from Irkutsk to Behring Strait to a Franco American company, to be built without government subvention. The firm will source material from Russian firms as available. The Taschkend railway concession goes to an American named Jackson with Count Witte's backing.
Thomas W. Lawson met Gov. Johnson in St Paul and persuaded Minnesota’s governor to back his cause against the insurance firms. Johnson said Lawson showed proxies from policy holders and hinted at more to come. Meanwhile Washington confirms military promotions and lists postmaster nominees from Illinois.
Reports from San Diego state mutiny existed aboard the cruiser Marblehead during a southern voyage. At Pichilinque bay 10 of 525 sailors refused to coal the ship citing lack of shore leave and fresh vegetables since San Francisco. Captain Mulligan denied any trouble aboard.
Secretary Bonaparte urged President clemency for Midshipman Minor Meriwether Jr. after a naval academy hazing conviction. The navy says the court found the acts to be mild, good natured horseplay rather than deliberate oppression of fourth class midshipmen.
Harvard faculty has told the athletic committee that inter collegiate football should be prohibited for Harvard students in 1906 until a reasonable game is formulated. It is now seen as likely Harvard will not play football next season.
Washington pension bill details long term costs with Gardner chairing. One million pensioners, 139 million annual roll, total cost 12 billion. Civil War cost 6 billion. future rolls may reach 500,000 with 132,414 from Spanish American War. Proposal aims to simplify proof of disability and extend pensions to all Civil War soldiers at up to 12 dollars monthly.
Rome February 8 report that the new Italian cabinet led by Baron Sidney Sonnino includes conservative ministers and unexpected republicans Signor Pantano and Signor Sacchi. Count Guicciardini becomes foreign minister, formerly agriculture minister.

The trustees of the United Society of the Christian Endeavor unanimously chose Seattle Washington as the site for its next general convention in 1907. The decision was announced from New York on February 8.

William Glenn Voliva of Melbourne was announced as Zion City’s deputy general overseer, ranking just under John Alexander Dowie. Voliva, arriving from Australia, is to oversee Zion affairs worldwide, with Dowie as head. In Pennsylvania, lawmakers introduced a resolution to sue the Pennsylvania, Reading and Northern, and Delaware, Lackawanna and Western railroads over alleged constitutional violations and coal monopoly concerns.
Des Moines reports a bill by Rep Greene to redraw Iowa congressional districts so each has 100000 people. The change will preserve party balance, but remove Johnson and Muscatine counties from the Second district to create a solid Republican delegation. In Baltimore Susan B Anthony III is ill at the national suffrage convention. Miss Mary Garrett hosted a dinner honoring Miss Anthony Howe and Barton with Gov Warfield among guests.
The New York Life special investigation committee report adopted by trustees condemns former management and urges reforms. It notes Andrew Hamilton, the legislative agent, may have used funds legitimately and has no evidence of illegitimate use.
