German raiders shelled Hartlepool Scarborough Whitby and Deal amid heavy casualties and damaged telegraphs. Officials report 15 killed and 115 wounded in Hartlepool, 17 dead and 20 wounded at Scarborough, Whitby casualties estimated as no dead and two wounded. Many wounded civilians. several soldiers among the dead.
Washington, D.C. December 17 Admiral testified before the House Naval Committee that five years are required to bring the navy to fighting efficiency against a potential enemy. He stressed that coordination is the greatest need in the buildup program.
An automobile bandit robbed Provident Savings Bank in Cincinnati's west end, firing at the cashier and escaping in a waiting car with about eight thousand dollars. Two hours later he struck Liberty Bank nearby, wounded cashier Winters, and after a pistol duel with three policemen was captured with a bullet wound before hospital treatment.
A major blaze in Pottsville Pennsylvania today razed a block of business buildings including twenty stores the Pennsylvania National Bank and the Academy of Music. Fire started behind the Woolworth store and spread due to low water pressure. Electric power was shut off and streetcar service suspended as wires posed danger.

The federal probe follows Judge Tuthill's ruling on a breach of promise suit and a $50 verdict.

Washington December 17 bids opened at the navy department for eight submarines. One 925 to 1066 ton vessel must reach 21 knots on surface and 16 knots submerged with diesel engines. Two bidders Electric Boat and Lake Submarine Torpedo Boat Co. dominated, with Electric offering 1 350 000 for the large boat and Lake 276 000 for smaller harbor craft. Pacific coast build requirements raise bids by 20 000 to 25 000 per vessel, likely yielding seven small vessels to meet a 45 000 lump sum.
Terre Haute Indiana December 17 Chief of Police Edward Holler must serve 30 days in jail following a circuit court ruling. He was fined 100 dollars for contempt after being found to have broken into an attorney’s office during Mayor Donn Roberts election irregularities trial and seizing courtroom ejectment returns. The ruling upheld Judge Charles M Fortune’s contempt decision and followed an appeal to the state supreme court which sustained the ruling.
Austin December 17 The stringent Allison liquor law prohibiting shipment of liquor into dry Texas territory was practically invalidated by a Court of Criminal Appeals decision Judge Prendergast presiding saying it wiped the statute books The ruling allows shipping liquor into dry areas as long as not intended for unlawful use or resale and it also forbade newspapers from carrying liquor advertisements in dry territory
South Shields reports three steamers sunk by mines in the North Sea near Flamborough Head with 12 saved and 7 lost aboard the Elterwater. Passenger vessel casualties unclear as crew and passengers reportedly took to boats. Admiralty halts traffic between Flamborough Head and Newcastle.
Miss Nellie Lemon of Chicago has filed suit in Salle county against Dean Moberly a Chicago board of trade man seeking 50000 in damages for breach of promise. The action follows a previously dismissed Chicago suit. Attorney George Remus represents Miss Lemon. Also reported Rome announces William Marconi among those to be named senators by King Victor Emmanuel on New Year’s Day.
