Washington, D.C. December 17 Admiral testified before the House Naval Committee that five years are required to bring the navy to fighting efficiency against a potential enemy. He stressed that coordination is the greatest need in the buildup program.

Auto Bandit Robs 2 Banks in Cincinnati

An automobile bandit robbed Provident Savings Bank in Cincinnati's west end, firing at the cashier and escaping in a waiting car with about eight thousand dollars. Two hours later he struck Liberty Bank nearby, wounded cashier Winters, and after a pistol duel with three policemen was captured with a bullet wound before hospital treatment.

Pottsville Fire Destroys Two Million in Business Section

A major blaze in Pottsville Pennsylvania today razed a block of business buildings including twenty stores the Pennsylvania National Bank and the Academy of Music. Rowland Named Pilot of Chicago Americas Club

Clarence Rowland, former Peoria Three Eye league manager, signed a one year contract to manage the Chicago Americas club. He succeeds Manager Callahan who remains as business manager. Rowland’s background is in the minor leagues and he helped develop players such as Captain Doyle of the New York Giants. He began playing baseball in Dubuque Iowa.

Bids Opened for Eight Navy Submarines in Washington

Washington December 17 bids opened at the navy department for eight submarines. One 925 to 1066 ton vessel must reach 21 knots on surface and 16 knots submerged with diesel engines. Two bidders Electric Boat and Lake Submarine Torpedo Boat Co. dominated, with Electric offering 1 350 000 for the large boat and Lake 276 000 for smaller harbor craft. Pacific coast build requirements raise bids by 20 000 to 25 000 per vessel, likely yielding seven small vessels to meet a 45 000 lump sum.
