In San Domingo on December 13 Minister Vowellux formally demanded the Dominican government withdraw the decree change and comply with due payments while recognizing other claims from the United States and various nations. The government intends to resist and will not send ships to the Venezuelan coast as U S vessels remain nearby but not required.
Representative DeArmond introduces a resolution asking the secretary of state to explain the nature and extent of claims by Great Britain and Germany against Venezuela, efforts at peaceful settlement, U.S. role, and Monroe doctrine implications.
