Washington December 2 The meeting of the 60th congress resembled a social function with galleries filled for families and friends and little public access. Routine business, swearing in of new members, and adjournments in respect for late members defined the day. Cannon elected speaker by 207 to 154 with Williams nominated by democrats. Senate opened with prayer, credentials sworn in, and all present except Bankhead.
