At the closing session of the Associated Fraternities of America the plan to consolidate with the National Fraternal congress was ratified. The new entity to be named the International Fraternal Congress designates two votes for societies over 50 000 members and three votes for 51 000 to 100 000 members. The executive board to govern between conventions was named. Zeno M. Host, Wisconsin insurance commissioner, outlined five lessons for fraternal insurance including mortality tables and reserves. The plan for permanent quarters was adopted with Washington D C as winter location. Officers elected: President George R. McKay Cleveland, Vice President George A. Scott Waverly NY, Secretary-Treasurer C H Robinson Philadelphia.
In Santa Fe two boys named Joe Martens and Hudore Romero were killed when a dynamite box used as a target exploded at a powder house near Chama. The blast detonated four tons of powder after the dynamite failed to yield game. An Aug 31 note from Lancaster reports a separate premature explosion near Safe Harbor injuring several Slavs, an Italian, and a missing worker.

Quincy Massachusetts August 31 The battleship Vermont built for the United States by the Fore River Shipbuilding company was successfully launched. She weighs about 16000 tons, stretches 450 feet in length and 76 feet in breadth. Her main armament includes four 12 inch rifles and numerous breech loading guns. She is designed to reach 18 knots for four hours.
Earthquake shocks described as the severest in the region rattled Portsmouth New Hampshire. Three distinct tremors preceded by distant explosion sounds sent shoppers and workers into the streets as dishes rattled and buildings trembled along the coast. No explosion occurred at the navy yard.

Chicago news reports a complete strike by printers against the Chicago Typothetae. Union officials say eight important printers in the employing printers’ union continued to operate with union compositors, who had promised neutrality. Four city concerns joined the dispute as union compositors did not report for duty today.
United States minister D. E. Thompson, of Lincoln Nebraska, named ambassador to Mexico to succeed E H Conger. His prior service included a 1902 appointment as United States minister to Brazil. The move was set earlier this year but delayed by Conger’s transfer.
