At Portsmouth August 29 the conference agreed to proceed with a treaty. Japan accepted the Russian ultimatum and yielded all demands including indemnity and half of Sakhalin. Naval limitations and return of interned ships were agreed, drawing near to a peace settlement.

In Pittsburgh Pa on August 2 3 jurors found J. Phipps and H C Phipps sons of Henry Phipps not guilty of shooting and wounding three salmon fishers on July 6. The defense argued lack of evidence and the jury returned a verdict of not guilty.
