Pekin April 19 imperial decree orders Chinese troops at Huai Ln to move outside the great wall. The force is linked to the German and French expedition then preparing to attack. Paris dispatches say the expedition is abandoned and France will withdraw 10 000 troops from China.
Evansville Indiana April 19. Indiana miners visiting Kentucky were met by a sheriff posse at Sebree. After reading the law they were ordered back to their boats and returned three miles to the landing point.
The Sun reports renewed peace talks between Kitchener and Boer generals likely to yield progress during Alfred Milner’s absence. Government division over a Milner replacement is noted, with Mrs. Botha acting as go-between.
John J. Caffrey of the St. Patrick Athletic association Hamilton Ontario won the 25 mile Boston Marathon from Ashland to Boston breaking his own course record by 17 minutes 20 3 5 seconds.

Ann Arbor April 19 The board of regents must address a 400000 deficit for new and altered buildings while only 80000 is available and relief from the legislature seems unlikely. A 100000 addition to the medical complex will be built linking to the old structure with labs in bacteriology and histology. Reuben Peterson of Chicago is named Bates professor of diseases of women. Dean T Smith of Jackson named professor of surgery in the homeopathic department.
Springfield April 19 The governor sent in new appointments to several state posts including F W Menke to Central Hospital for the Insane and Lawrence E Sunderland to Southern Hospital for the Insane. Joe Cohen named to State Board of Fish, Sylvester O Spring to Illinois Asylum for the Incurable Insane. The Case garnishment law compromise was reported to the house with a $15 weekly exemption. Labor representatives accept after opposing the old $50 exemption. The congressional apportionment bill passed the senate by party vote and faced delays in the house.

Oswego N Y April 19 Fultons mills of the American Wool company were closed on telegraphic orders from headquarters at Andover Massachusetts. Between 1300 and 1500 men and women lose employment. The company cites employee trouble making as the reason while workmen vigorously deny the charge.
Racine Wisconsin April 19 the Tanping A Printz Leather company was completely ruined by fire. The loss is estimated at 100000 dollars.
Washington reports Justice Gray's written opinion on three divorce cases. Streitwolf vs Streitwolf held no domicile in North Dakota for jurisdiction. Bell vs Bell found Pennsylvania decree fraudulent due to lack of bona fide residence and domicile in the state.
The Atherton case concludes Kentucky domicile divorce valid even with non receipt of petition copy by wife in New York. Justice Gray notes due notice steps satisfy Kentucky statute binding wife by decree in domicile state. In another item, Charles A. Munson's will leaves $75,000 to Brown Cooper, held in trust until age 22.
Detroit April 19 The Tribune notes private advices from Detroit detailing a Canadian canal plan to connect Georgian Bay with the Atlantic. Route follows French River to Lake Nipissing across divide to Mattawan to Ottawa to Montreal. Depth twenty two feet, 615 miles with only thirty miles canalized. Cost about 60 million dollars.
Mrs. L. K. Adams of Richmond, national secretary of the Association of House Heirs, was arrested on a charge of using the mails to defraud. Deputy Marshal Boyd of Indianapolis acted on a Washington post office order. The group claims land in Frederick County Maryland dating to 1780 and alleges estate funds were misused. Also reported, Elmer Hiatt, 13, missing a year ago, returned home from Ohio seeking distance from his stepmother, after traveling on country roads.

Other items note a Telluride mine contractor killed by a cave-in, a Chicago cable car quarrel with an ear bite, opera singer Theresa Vaughan committed to an insane asylum, Alexander Agassiz elected to the National Academy of Sciences, and raids on seven New York poolrooms. Also mentions Santa Fe penitentiary escapes, Archduke Francis’s stance on Catholicism, The Hague peace convention signing by Mexico, and a military procurement order for 1000 horses.
A bookkeeper A J Schroth of the First National Bank of Birmingham was arrested in Pittsburg on a charge of embezzling 5000 dollars of bank funds. He posted bail set at 10000 dollars. The bank reports no impact on its stability. Also reported are obituaries of W B Kennedy a Humboldt resident aged 83 a World War veteran and of George Coppell senior of Coppell Co and chairman of Denver Rio Grande board and Colah A H Belo Galveston News and Dallas News proprietor.
