Sidney Spivak announced a government wide restraint program immediate in effect to cut costs. Ten areas of administrative practice include major expenditure review, signing authority delegation, and contract approval requirements. The measures require ministerial clearance and Cabinet approval for contracts over twenty five thousand dollars.
A Manitoba management committee outlines steps to justify contracts and spending. It requires demonstration of necessity, capacity, and funding before approvals, plus ministerial consent for out-of-province travel and aircraft use. It also bans new vehicle purchases until fleet needs are reviewed and calls for a three week review of TV film and video tape work.

Les Mitchell of Winnipeg travels via Flin Flon for the 26th wedding anniversary of Stuart Mitchell. John Mitchell Kapetz and Pete Kapetz with wives attend the 25th wedding anniversary for Stuart Mitchell in Flin Flon.
