OPENS I6TH ELBY’SMarvin Franklin, CPA, Wheeling, will open his third Elbj’s Big Boy Restaurant in northeastern Pennsylvania under a franchise awarded by Wheeling’s Boury Brothers. The new! limit will represent the 16th ES-by’s restaurant, including the one in Gettysburg.
