The Wheat Surplus and War tar Clairvoyant Plan
The article argues Canadian wheat exports rose during war years to about 217 million bushels annually, higher than the prewar 175 million. It contends the surplus stems from 20 years of high tariffs by the US, Canada and others, which prevent foreign buyers from earning Canadian dollars to purchase wheat. It notes August and September exports stay high and criticizes the idea that war reduces exports.
