Summary of New Laws on Roads and State Aid Projects
The 9 Road and Bridges Law amends eligibility for state aid to connect cities with populations under 3500 down to 2500, enabling state funded improvements to complete or widen state aid roads within municipal limits. It authorizes bond interest rates up to 66 percent, approves about four million to refund counties’ hard surfaced road shares, and grants DPW authority to appoint state highway patrols. It adds camping prohibitions near schools and cemeteries with fines, updates county highway duties, reduces Civil Service staffing, and empowers the Department of Public Works to manage highways, authorize purchases, erect guide posts, regulate utility lines, and levy new license fees for freight and passenger operators on improved roads outside municipalities. Funds from the Road Fund may be used for hard road construction along designated routes.
