Government Departments Evolve Since 1862 Reforms
An 1889 act raised the commissioner of agriculture to an executive department. The Commerce and Labor Department formed in 1903 and split into separate agencies by a 1913 act. The text then shifts to a joke about Benjamin Franklin at a literary meeting and a misinformed cheer.

High Speed Driving Lowers Gas Mileage Says Study
The Chicago Motor Club reports car bureau tests showing fuel efficiency drops sharply with speed. At 20 mph a car gets 20 mpg, but at 70 mph only about 7 mpg, with 15 mpg around 50 mph and 12.6 mpg at 60 mph. Higher speed also wears tires and brakes faster, making frugal driving safer and cheaper.
