Riverdale President Edward L. Ripley says public opinion is the only force that could push state lawmakers to act on prolonged blocking of the Indiana Harbor Belt crossing at 140th and Indiana. A traffic survey shows gates down five hours fourteen minutes in an 18 hour window, with 340 cars passing around the gates during consecutive freight movements. Public pressure via following the law and notifying police about each ten minute blockage is urged as the path to change.
