The Sanitary District will receive an additional federal loan of 48.0 million dollars, on top of 8.845 million already allocated, to fund a two year sewer and water treatment program. Construction may begin within weeks to meet a Supreme Court mandate reducing water diversion from Lake Michigan to 7,400 cubic feet per second by 1938. The total program through 1988 is projected at 720 million dollars, with Trustee Howard Elmore arguing the government should buy the canals instead of repeatedly funding more debt as bonding capacity wanes.
