Rio Rancho council faces tension over 2016 charter amendments and pay raises

Rio Rancho City Councilors clashed over charter amendments to place pay raises for mayor and councilors on the March 1 ballot. Two members voted no amid emotional exchanges, while others defended raising pay to attract qualified leaders. The vote failed 3-2 with one member absent. A special election proclamation could cost up to 50000. Tax options for road work include two general obligation bond paths and a small gross receipts tax. Voter support varied from 76 to 35 percent across options, with concerns raised by Mayor Hull about past GRT scrutiny.
