Voters favored Chapman 6,354 to 3,703 over Larry Naranjo.
Sandoval County officials announced a monetary gain from recent strategy and budget changes. Financial adviser Robert Burpo reported about $300,000 earned from investments in four months as the county moved from Class B to Class A.
