Rio Rancho council gave initial approval to a five year plan increasing water and wastewater charges starting 2003. The plan includes a fixed meter based charge and per thousand gallon water rates rising annually, plus wastewater rate increases, with details for 5/8 inch meters and larger.
The Rio Rancho City Council awarded a four year contract to Operations Management International Inc. to operate the city's water and wastewater utility, with an annual fixed fee of 2 722 177 dollars. The selection over Severn Trent Environmental followed an evaluators' review citing OMI's strong safety and laboratory programs and its Baldrige award status as distinguishing factors.
Local schools plan to continue reciting the Pledge of Allegiance daily despite a U S Court of Appeals ruling deeming it unconstitutional. Superintendent Dr. Sue Cleveland said schools will keep the pledge unless forced to stop. Rio Rancho officials note the case involves a different circuit and NM laws remain in effect.
DPS Captain Steven Shaw graduated from the FBI National Academy Class 209 at Quantico Virginia after 10 weeks of demanding courses in criminalistics leadership and mass media. He praised the networking benefit, noting visits with officers from across the country and abroad for shared solutions. Shaw said the experience will directly aid the City DPS, though time away from family was the toughest part.
David Felix Bologh charged with the 1999 murder of air line attendant Stephane Murphey will appear for arraignment in Sandoval County on Tuesday at 1 p.m. in Judge Kenneth Brown's court. He awaits trial while incarcerated in Las Cruces on parole violation, with DNA linked indictment and possible death penalty consideration noted.
