City Council voted 6 to 0 to create a city administrator position under a professional services contract. The measure, moved by Councilor Mary Humphrey, aims to fill three municipal roles including treasurer and a professional personnel professional, with top candidates interviewed by the mayor and council.
Rio Rancho officials told the council the state is upset over design changes at the Sara Road Southern Boulevard intersection. The state suspended the traffic signal project and demands Gay Circle be closed as a cul de sac with the original design. Residents urged keeping exits while councilors weigh options.

Rio Rancho Pastor Max Austin, 39, was found shot at Mesa Vista Baptist Church on March 26. Sandoval County Sheriff Carlos Pino says no fresh leads have emerged as investigators pursue two male Anglo suspects, described as about 25 and 30, with blue eyes and blond or reddish-blond hair, one with a moustache. Austin reportedly knew his assailants.
City crews advance with heater scarifier work along Southern Boulevard from Pinetree Drive to Nicklaus Drive and beyond from July 15 to July 20. Work runs on north and south sides in segments, weather permitting, as surface wetness halts the process.
More than 100 residents debated effects on property values and the golf course as the Paradise Hills Special Zoning Commission postponed action pending site selection. Developer Jack Dailey seeks special-use zoning for 9 of 166 acres to add 10 units per acre, with most buildings two stories. Residents questioned golf course usage and existing zoning, while officials noted five acres of A-2 land has existed since 1978 and surrounding land is R-2. Proponents argue higher property values merit consideration.
