The Rio Rancho City Council tentatively approved a zoning ordinance to restrict adult oriented businesses by location within the city. Councilor Roy Slezak sponsored the measure, aiming to guide planned development and curb negative effects associated with pornography without banning materials.
Gen ie Blair Ryan reports that more than 100 people attended a Rio Rancho luncheon hosted by local chambers where state legislators urged citizen participation in government. Senators Joe Carraro Virgil Rhodes and representatives Vince Martinez Robert Perls and Albert Gurule spoke and answered questions.
The Rio Rancho request portfolio totals about 7.25 million to 5.5 million for a recreation center and youth sports complex with smaller grants for Meadowlark Senior Center Unser Boulevard MVD library Vista Hills drainage and a 41.78 million package for Rio Rancho Public Schools including new school construction defeasance and technology. Sandoval County joins with 4.75 million for a soccer complex and a Corrales recreation facility funded at 1.62 million plus 230000 for Pena Blanca community center.
A settlement in the Rio Rancho Utilities Corp rate hearings could raise sewer rates about 12 percent for residential customers if approved by the Public Utility Commission. Water rates remain unchanged. The agreement, involving RRUC and representatives of City of Rio Rancho AMREP Southwest and Intel, awaits PUC review and potential May timing for sewer rate implementation.
Mayor Pat D'Arco with the governing body offers 45 acres near Vista Hills to Rio Rancho school district for a potential high school. The land comes from AMREP Southwest, part of a 161 acre parcel donated to the city in 1991. The city previously offered 60 acres to Jemez Valley Public Schools, which declined since the land lay outside its district. The Rio Rancho board plans to discuss the donation at its January meeting, while AMREP notes deeds are not yet transferred and that donated land must be used for the outlined purpose or revert to the developer.
Rio Rancho City Council rejected the Neighborhood Association Recognition Ordinance after a year in the works. The plan would have formally recognized neighborhood groups to improve city hall communication, requiring annual registration and open meetings. Critics called the open meetings rule a violation of the Bill of Rights.
